California – The Land of Standardized Childhoods

As I mentioned yesterday, now that Prop 82 has been defeated as a source of funding, California’s Universal Preschool Bill (AB 172) was updated on June 22, 2006 to read: “the bill will become operative if funding is provided in the annual Budget Act or other statute.”

Not only that, the bill that provides Preschool Learning Standards (AB 1246) was also updated to extend the timeframe for implementation based on getting funding for Universal Preschool.

This bill provides for the development and adoption of preschool learning standards and curriculum guides in reading/language arts, mathematics, history/social science, science, and in additional subject areas. Focus will also be on the social-emotional and physical development of the preschool child. In addition, the learning standards will include, but not be limited to, the following areas:
(A) Preliteracy, including, but not limited to, the following:
(i) Vocabulary development.
(ii) Alphabetic, word, and print recognition.
(B) Prenumeracy, including, but not limited to, the following:
(i) Number sense.
(ii) Classification and measurement.
(C) History/social science, including, but not limited to, the
(i) Citizenship.
(ii) National symbols.
(iii) Social and emotional development.
(D) Science, including, but not limited to, the following:
(i) Physical science.
(ii) Life science.
(iii) Earth science.
(E) Instruction focusing on the social-emotional and physical
development of the preschool child.

AB 1246 puts in place preschool standardized curriculum in line with public school standards that will be implemented as soon as funding is provided for AB 172 – Universal Preschool. It is another step toward a goal of compulsory institutionalization in public schools of all children ages 3-5.
